These Are The New Conditional MCO Rules You Must Follow

Malaysia is being pulled back onto the streets as the country entered the 5th phase of the Movement Control Order (MCO) a.k.a Conditional MCO (CMCO) on 4th May.
As such, the government has released a new set of rules for Malaysians to abide under the latest Federal Gazette known as Prevention and Control of Infectious Diseases (Measures within Infected Local Areas) (No. 5) Regulations 2020.
These new rules and regulations are in effect from 4th to 12th May.
New CMCO rules
- No movement from one infected area to another (interstate travel) unless it’s for work or those who are stranded looking to return home.
- Maximum 4 passengers allowed in a car, all must be from the same household.
- Funeral gatherings cannot exceed 20 people.
- Maximum half capacity of passengers allowed on public transport.
- Taxi and e-hailing cars can have maximum 2 passengers.
- Any Malaysian citizen, Malaysian permanent resident, expatriate returning from abroad to undergo health checks upon arrival in Malaysia.
Prohibited activities
Instead of listing down industries that are allowed to operate, the latest regulations stipulate prohibited activities:
- Entertainment, leisure and recreational activities that can cause crowds to gather.
- Religious, cultural and arts gatherings.
- Any business activity that can lead to crowds gathering.
- Trying on clothes in fitting rooms
- Cosmetics testing in stores
- Barbershops and beauty salon services
- Filming of movies, dramas and advertisements
- Cruise ship activities, tourism services and services at accommodation premises that fall under the 1992 Tourism Industry Act
- Sales and marketing of financial services industry and banking outside of their premises or in public places.
- Any commercial sales and marketing outside business premises or in public places – except for food business in food courts, hawker centres, food stalls, food trucks etc.
- Installation and maintenance of machinery activities such as lift, escalator, boiler and tower crane at construction sites in groups which may cause a gathering
- Activities at centralised labour quarters, employees’ hostel and dorms which may cause a crowd to gather
- Theory and practical examinations for shot-firer for mining and quarrying industry
- Certification for agri commodities
Powers granted to authorities
An authorised officer can request for any information relating to prevention and control of infectious disease from anyone.
The Director General is also granted powers to issue any direction in any manner to anyone for the purpose of preventing and controlling any infectious diseases, except for prohibited activities.

Penalties
The penalty for breaching these new CMCO regulations are the same as previous regulations of a maximum fine of RM1,000, or maximum 6 months jail, or both.
