For your convenience, TRP took the liberty of translating the official Movement Control Order (MCO) standard operating procedures (SOP) provided by the National Security Council (MKN).

- Nationwide – including the Federal Territory (WP) of Labuan

- 25 May (starting 12.01 am) till 7 Jun (11.59 pm)
- Regulation 16 PU(A) 225/2021, Prevention and Control of Infectious Diseases (Measures Within Infected Local Areas) (Conditional Movement Control) Regulations 2021 (Act 342).
- Emergency Ordinance (Prevention and Infectious Disease Control) (Revised) 2021.
- Subject to orders issued by MKN, the Health Ministry (KKM), local authorities (PBT) and state religious authorities.
- Other instructions released over time by the Health Director-General.
- Subjected to reports made in the Hotspots Identification for Dynamic Engagement (HIDE) system.
- Other orders/instructions issued by the Health Department Director from time to time.
- Economic sectors that have been allowed.
- Acquiring or purchasing necessary supplies.
- Getting healthcare or medical treatment.
- Performing official government or judiciary duties.
- Inter-district and inter-state movement within MCO areas without permission from the Royal Malaysian Police (PDRM)
- Movement and travel in and out of MCO areas without permission from PDRM.
- Activities listed in the ‘negative list’.
Movement & travel
- Inter-district and inter-state travel are NOT ALLOWED (based on district boundaries specified by State Governments).
- PDRM are responsible for implementing control over local areas of infection with help from the Malaysian Armed Forces (ATM), the Malaysian Civil Defence Force (APM) and the People’s Volunteer Corps (RELA). Entrances to MCO areas are closed and guarded by PDRM.
- Only three (3) people – including the driver – are allowed to travel in privately owned vehicles, taxis and e-hailing rides.
- Travelling across district borders, to the nearest district from your home for healthcare and medication purposes is ALLOWED only if such services are not found in your district.
- The number of passengers allowed to travel in commercial vehicles – those carrying goods and involved in the economic supply chain – depends on the vehicle registration license.
- Service and activities at all airports and seaports are allowed to operate.
- Sea and land public transport services such as ferries, busses, express busses, LRT, MRT, ERL, Monorail and others are allowed to operate at 50% vehicle capacity. (operational hours and frequency are to be determined by the Transport Ministry (MOT).
- Travel in cases of death, natural disasters and other emergencies are allowed with prior permission from PDRM.
- Travel for disaster or humanitarian aid/relief by non-governmental organizations (NGO) must receive the permission of the State Disaster Management Committee (JPBN) or District Disaster Management Committee (JPBD) of the affected area. The aid must be channelled through the Disaster Operations Control Center (PKOB) in the area.
- Inter-state travel of long-distance married couples is ALLOWED with prior permission from PDRM.
- Travelling across district and state borders for Covid-19 vaccinations at Vaccination Centers (PPV) outside of your district/state of residence is PERMITTED by providing your appointment details provided on the MySejahtera application, website or text message (SMS).
- Short-term business traveller under the One-Stop Center (OSC) initiative is ALLOWED with prior permission from PDRM.
Schools & educational facilities
- ALL public and private Institutes of Higher Learning (IPT), Practical Training Institutes, schools – other than those managed by the Education Ministry (KPM) – Islamic Tahfiz centres and other educational institutions will be CLOSED from 12 May to 7 June. IPTs regulated by the Ministry of Higher Education (KPT) will continue learning sessions online.
- ALL schools under KPM, private educational facilities that are categorized as schools, and education centres like tuition centres, language centres, practical skill centres, guidance centres and other facilities registered under KPM will be CLOSED for four (4) weeks starting 12 May to 7 June.
- ONLY students in international/expatriate schools that are participating in international examinations are ALLOWED to be physically present and sit for examinations as scheduled by the international examination bodies.
- IPT students who are ‘in need’ are ALLOWED to return to campus with permission/letter to travel across district/state borders from their respective IPTs.
- Face-to-face teaching and learning (PdP) activities are NOT ALLOWED except for students in need until a date specified by the government.
- International examinations, professional bodies and research activities that require the use of laboratories at IPT facilities are ALLOWED in accordance with standard operating procedures (SOP) provided by IPTs along with permission to travel/move by KPT or the IPT in question.
- Students in boarding schools, universities or other institutions are ALLOWED to remain there and continue ‘hybrid’ learning.
- Student’s return home from campus/dormitories/IPTs will be coordinated in stages with instruction from KPM, KPT or the IPT in question. Inter-district and inter-state travel for this purpose is ONLY ALLOWED with an official letter from KPM, KPT and IPTs.
Daycare centres, nurseries, kindergartens, TASKA & TABIKA
- TASKA are ALLOWED to operate according to standardised SOPs.
- Local/international/expatriate, public or private kindergarten, TABIKA, TASKA and child development centres for 4 to 6 year-olds are ALLOWED to operate according to SOPs set by relevant ministries, departments and agencies.
- Daycare or rehabilitation centres for children, people with disabilities (OKU), seniors, women and various other care centres are ALLOWED to operate in accordance with the SOP.
- Parents/guardians sending children to childcare facilities are allowed to travel with the maximum number of child passengers allowed according to the respective capacity of their personal vehicles.
Food, supplies, shops & others
- Restaurants, eateries, food stalls, food trucks, roadside hawkers, travelling hawkers, food courts, hawker centres, roadside food stalls or kiosks are ALLOWED to operate between 8 am and 8 pm.
- The selling of food is ONLY ALLOWED via takeaway, drive-thru or deliveries between 8am and 8pm.
- Dine-ins as well as park-and-dine (inside vehicles) are NOT ALLOWED during the MCO period.
- Outdoor picnics are NOT ALLOWED.
- Grocery shops, convenience stores and daily necessity shops are ALLOWED to operate between 8 am and 8 pm.
- Healthcare services such as clinics, hospitals and medical laboratories can operate 24-hours or according to operating permit license.
- Pharmacies CAN operate from 8 am to 10 pm.
- Petrol stations CAN operate from 6 am to 8 pm. Stations located on highways CAN operate for 24 hours.
- Day markets, farmers markets, public markets and weekly markets CAN operate from 6 am and 2 pm with permission from Local Authorities (PBT) with compliance to SOP and supervision from RELA and PBTs.
- Night markets CAN operate from 4 pm to 8 pm subject to PBT approval, compliance with SOPs and supervision from RELA and PBTs.
- Supermarkets and shopping malls outlet premises are ALLOWED to operate from 8 am to 8 pm. Sales/exhibition booths at the premise foyer/hallways are NOT ALLOWED.
- Veterinarian clinics and pet shops are ALLOWED to operate from 8 am to 8 pm.
- Laundromats, eyewear stores, car washes, barbershops, salons (haircuts only) are ALLOWED to operate from 8 am to 8 pm.
- Self-service laundromats must have employees at premises to maintain SOP compliance.
- Cybercafes and centres CAN operate from 8 am to 8 pm.
- State Governments can tighten SOPs to control the spread of Covid-19.
- Owners/persons responsible for premises, activities or programs listed in the Hotspot Identification for Dynamic Engagement (HIDE) system must take on iniciatives by sanitizing the premise, improving control and monitoring customers/visitors SOP compliance and closing down the premises if directed by the District Health Officer after risk assessments are done.
Economic & other activities
- All economic sectors and business sectors approved by government ministries or related agencies CAN operate during the MCO period. Movement/travel of workers/employees is subjected to registrations, approval letter, employee pass or confirmation letter from the employer.
- Travel for official government affairs must be accompanied by documentation
- Employee attendance capacity for civil service is limited to 20% of total manpower (does not include frontline services) and 80% of staff are instructed to work from home (WFH) according to the circular provided by the Public Service Department (JPA).
- Employee attendance and capacity at private companies – including operations and management – are LIMITED to 60% at any given time.
General health protocols
- Premise owners or licensees must ensure customers enter and exit a premise in a controlled manner – maintaining physical distancing of a minimum of 1-meter.
- Premise owners or licensees are required to provide QR code for MySejahtera check-ins or a book for manual customer attendance record.
- Hand sanitisers must be provided at the entrance and must be used before entering the premises.
- The use of the MySejahtera app is mandatory except in places with no wide internet access. The use of a manual attendance log is ONLY ALLOWED in areas with no internet access or any other reason such as; elderly people without phones, or people who don’t have smartphones, etc.
- Store owners must make sure people check in their attendance with the MySejahtera app or manually sign if there is no internet coverage.
- It is MANDATORY for customers/visitors to check-in on the MySejahtera app or manually to enter premises.
- Shopping malls, supermarkets or department store customers only need to undergo body temperature checks ONCE at the entrance of the business complex – not at every store.
- Those with a body temperature above 37.5°C are not allowed to enter the premises.
- Storeowners inside or outside a complex must ensure that only ‘low-risk’ and ‘Casual Contact Low Risk’ individuals are allowed to enter premises. Risk status can be checked on a person’s MySejahtera app.
- It is encouraged that parents/guardians avoid taking children below the age of 12 to public and open places – except for emergencies, medical treatment or for education purposes.
- Store owners must limit the number of customers/visitors on premises – taking into account the minimum 1-meter physical distancing rule.
- Each store/premise must PUT ON DISPLAY the number of customers/visitors allowed into the premises at a single time and it’s encouraged for store owners to provide ‘queue’ numbers’ or tickets to better manage customers.
- Check-in QR codes must be made available at all levels of the store.
- Workers, suppliers and customers are required to wear face masks properly according to Health Ministry (KKM) guidelines while on-premises.
- Building owners must ensure proper ventilation and ventilation systems at the premises.
- It’s MANDATORY for EVERYONE to wear face masks, ESPECIALLY in public and crowded areas, except for the following activities/places;
– Hotel rooms or personally paid accommodation or with household/family members.
– Solitary workspace.
– Outdoor sports and recreational activities.
– Personally owned vehicle and with members of the same household.
– Indoor/outdoor public areas and places without the presence of other individuals.
– While eating and drinking in public without any other individuals (other than in restaurants or food premises).
- Internal, face-to-face meetings at government and private agencies WITHOUT the involvement of outside or external parties from other agencies/companies are PERMITTED.
- Members of the meeting are from the same office/premise/building and do not involve inter-district/inter-state travel.
- It is highly encouraged that meetings/conferences are done remotely/virtually.
Seminars, workshops & training
- Ongoing inservice training programs are allowed to CONTINUE conducted via Camp Based Training at training facilities.
- Seminars, workshops courses, training and talks are to be conducted ONLINE.
Fishery, farming, livestock & agricultural sector
- Fisheries, plantation, agriculture, livestock and all sectors related to food production/supply chain are ALLOWED to operate.
- Fishing for personal subsistence is ALLOWED.
- Islamic religious activities like congregational prayer and Friday prayer at mosque and suraus are ALLOWED. The number of congregations allowed to attend will depend on SOPs provided by State Religious Authorities.
- Muslim solemnization (Akad Nikah) ceremonies at Relegious Department offices and mosques are ALLOWED according to SOP provided by State Religious Authorities.
- Islamic funeral management is ALLOWED according to SOP by State Religious Authorities.
- Non-Muslim places of worship activities are ALLOWED according to rules dictated by the National Unity Ministry (KPN).
Sports & recreational activities
- Sports and recreational activities performed individually in open areas without physical contact is LIMITED ONLY to; jogging, cycling and individual/personal types of exercise in adherence to physical distancing guidelines of at least 1.5-meter distance apart from other people and performed in your own neighbourhoods or locations within the same district under MCO enforcement.
- The organizing of sports tournaments, friendly matches or international competitions according to the official government-mandated ‘sports bubble’ are ONLY LIMITED to the Malaysian Football League (MFL) and other events/parties allowed by the Youth and Sports Ministry (KBS).
- Studio recording activities for music, concerts, filming, talk shows, live streaming and the like are ALLOWED with a minimal number of crew and without an audience present according to SOPs provided.
- Creative content production including; music production, animation, film production, drama and documentaries that are made in the studio are ALLOWED.
- Drive-in cinemas are ALLOWED.
- Driving school/institutions, aviation training centers and maritime training centers are ALLOWED to operate with provided SOPs released by the MOT
- Other matters will be decided/determined by the government from time to time.
Negative List – prohibited activities
- Spas, reflexology centres, massage centres, wellness centres as well as manicure and pedicure services.
- Outdoor photography.
- Nightclubs and pubs.
- Cinemas or movie theatres.
- Formal or informal, governments and public events.
- Social events such as; Hari Raya ‘kenduri or feasts, events, engagement parties, wedding receptions, Aqiqah, Tahlil and ‘doa selamat’ events, birthdays, reunions, retreats, and other social gatherings.
- Face-to-face seminars, workshops, courses, training, conferences, talks, exhibitions and meetings, incentives, conventions and exhibitions (MICE).
- Public tourist attractions such as; zoos, farms, aquariums, edutainment centres, extreme, adventure, nature parks and others.
- Art, cultural and heritage centres such as; museums, libraries, art galleries or cultural heritage villages, performance stages and others.
- Theme parks, family entertainment centres, indoor playgrounds and karaoke places.
- Tourism activities outside district/state boundaries
- International and domestic tourism activities by locals and domestic tourism activities involving foreigners entering Malaysia.
Sports & recreation activities
- ALL UNLISTED sports and recreational activities
- Operation of ALL sports facilities and premises, except public parks allowed by PBT.
- Physical contact sports and recreational activities.
- Organizing tournaments, competitions or friendly matches without special permission from KBS.
- Spectators or supporters at stadiums or sports and recreation venues are NOT ALLOWED.
- Outdoor sports and recreational activities or crossing MCO borders without permission from PDRM.
- Mass sports events that would complicate physical distancing such as; fun-run, fun-ride, marathons, triathlons and the likes.
- Participation of Malaysian players, participants, officials or technicians to tournaments, competitions or matches abroad without the support of KBS and the permission of the Malaysian Immigration Department.
- Performances at hotel lounges
- Indoor or outdoor busking, street performing
Other prohibited activities
- Any activities that involve mass gatherings, that can and may complicate/hinder physical distancing efforts as well any other activities, by order of the Health Department Director.
- Other matters will be determined by the government from time to time.
