MPKB also uploaded a picture of the woman wearing a long, pink shirt that covered her shorts, which was different from the picture that went viral online on 25 June.

In the image that went viral, the woman wore a shorter black shirt possibly to show the length of the shorts.

Under Section 34 of Kelantan’s Business and Industrial Trade By-Laws 2019, Muslim and non-Muslim business owners have to ensure they are dressed decently while at work and this applies to the employees as well.

Under the same law, Muslims have to make sure their “aurat” is covered up while non-Muslims must dress decently.

MPKB said in a statement that the council has carried out checks from time to time at business premises run by Muslims and non-Muslims without issues, provocation or manipulation from any parties throughout the compound issuing process.

The council regrets that a Facebook user made misleading statements and it gave the public a negative perception towards the council and local authorities.

On 25 June, a non-Muslim woman who runs a business in Kota Baru was issued a compound notice for wearing shorts.

She was found to have committed an offence under Section 34(2)(b) of Kelantan’s Business and Industrial Trade By-Laws 2019.

She was also given seven days from the date the notice was issued to settle the compound or face legal action.

It’s believed that her relative uploaded pictures of the compound notice and the woman wearing shorts on social media, which sparked anger from netizens.

The issue sparked fears that non-Muslims were subjected to Muslim standards, but as it was shown, the matter concerning a non-Muslim’s attire was confined to those affected by the trade by-laws.
