Kelantan Says Non-Muslim Fined For Indecent Clothing Not New, Part Of Trade By-Laws

The woman was issued a compound notice by the Kota Baru Municipal Council (MPKB) for wearing indecent clothing aka shorts that was above the knee.

Under Section 34 of Kelantan’s Business and Industrial Trade By-Laws 2019, Muslim and non-Muslim business owners have to ensure they are dressed decently while at work and this applies to the employees as well.

Under the same law, Muslims have to make sure their “aurat” is covered up while non-Muslims must dress decently.

This law came to public attention after the Kota Baru Municipal Council (MPKB) issued a compound notice to a non-Muslim woman who wore shorts as it was deemed indecent clothing.

The non-Muslim woman who runs a business in Kota Baru, Kelantan, was issued a fine by MPKB for wearing shorts yesterday (25 June).

Based on the notice issued to the woman, she was found to have committed an offence under Section 34(2)(b) of Kelantan’s Business and Industrial Trade By-Laws 2019.

MPKB confirmed that the woman was issued a compound notice when officers went to the outlet at Jalan Merbau around 11am.

The woman was found wearing shorts in public places, which was considered indecent clothing. MPKB said the by-laws existed a long time ago and many locals, including non-Muslims, know of it.

According to New Straits Times, the woman was given seven days from the date the notice was issued to settle the compound or face legal action.

It’s believed that the woman’s relative uploaded the compound notice and a picture of the woman on social media, which sparked netizens’ anger.

For some netizens, the matter sparked a long-time fear that non-Muslims would be subjected to Muslim standards despite being told otherwise over the years.

However, as is evident in this particular case, the matter concerning a non-Muslim’s attire was confined to those affected by the trade by-laws.
