i-Sejahtera 2022: Phase 2 Payment Review Starting End of April

Penang has increased its annual aid for senior citizens and the disabled under its annual i-Sejahtera welfare programme.

The Penang state government will implement the payment for the second phase of the i-Sejahtera 2022 Program starting at the end of this April.

State Environment and Welfare Committee chairman Phee Boon Poh hoped the matter would be fully resolved before this year’s Hari Raya Aidilfitri celebration.

The Senior Citizen Appreciation Program is a monetary contribution of RM150 that is given annually.

For senior citizens who passed away, a one-off contribution of RM1000 is given to the heirs of senior citizens.

What Is i-Sejahtera?

The i-Sejahtera is an annual financial assistance from the Penang state government.

The program targets the elderly, the disabled (OKU), single mothers, housewives and babies aged 2 years and below.

There are several types of assistance programs that can be applied for, namely:

Once A Year Payment

  • Gold Citizen Award Program : RM150
  • Single Mother Assistance Program: RM100
  • Golden Mother Program: RM100
  • Disabled Assistance Program: RM150

One-off Payment

  • Golden Child Program: RM200
  • Death Benefit: RM1,000

The Penang government has recently increased its annual aid for senior citizens and the disabled to RM200 each this year, up from RM150 previously. 

Chief Minister Chow Kon Yeow was quoted by Malay Mail as saying that the cash payments under the welfare programme will benefit 217,868 registered recipients in the state. 

i-Sejahtera 2022 Application Criteria

1. Gold Citizen Award Program

  • The applicant must be 60 years of age or older in the current year of registration. 
  • Registered in the Election Commission (EC) as a voter in Penang. CLICK TO REVIEW THE VOTER LIST

Supporting documents required:

  • Copy of the Applicant’s Identity Card. 
  • Copy of Beneficiary’s Identity Card. 
  • Copy of the latest bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. Make sure the bank account uploaded is an active bank account. 
  • Copy of the Review of the Election Commission of Malaysia (EC) Voter Register. CLICK HERE TO PRINT SPR DOCUMENTS

2. Single Mother Assistance Program

  • Citizen of Malaysia. 
  • Registered in the Election Commission (EC) as a voter in the State of Penang. CLICK TO REVIEW THE VOTER REGISTER
  • Divorced or death of husband 
  • Under 60 years old when registering 
  • Not remarried. 
  • Must have at least ONE child

Supporting documents required:

  • Copy of the Applicant’s Identity Card. 
  • A copy of the Identity Card of one of the children. 
  • Birth Certificate of one of the children. 
  • Copy of Beneficiary/ Beneficiary Identity Card. 
  • Copy of Husband’s Death Certificate / divorce documents / related documents. 
  • Copy of latest bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. Make sure the bank account uploaded is an active bank account. 
  • Copy of the Review of the Election Commission of Malaysia (EC) Voter Register. CLICK HERE TO PRINT SPR DOCUMENTS

3. Golden Mother Program

  • Citizen of Malaysia. 
  • Registered in the Election Commission (EC) as a voter in the State of Penang. CLICK TO REVIEW THE VOTER LIST. 
  • The applicant is a housewife and has no fixed income. 
  • The woman is still married. 
  • Applicants must be under 60 years old when registering.

Supporting documents required:

  • Copy of the Applicant’s Identity Card. 
  • Copy of Husband’s Identity Card. 
  • Copy of Marriage Certificate. 
  • A copy of the latest bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. Make sure the bank account uploaded is an active bank account. 
  • Copy of the Review of the Election Commission of Malaysia (EC) Voter Register. CLICK HERE TO PRINT SPR DOCUMENTS

4. Disabled Assistance Program

  • Citizen of Malaysia. 
  • Settling in the State of Penang. 
  • The applicant must be a disabled person registered with the Social Welfare Department.

Supporting documents required:

  • Copy of the Applicant’s Identity Card. 
  • Copy of Beneficiary’s Identity Card. 
  • Copy of OKU Registration Card. 
  • Copy of the front page of the bank book/bank statement/account confirmation printout/online banking statement that clearly displays the name and account number of the applicant/beneficiary. Make sure the bank account uploaded is an active bank account.

5. Golden Child Program

  • The child must be a Malaysian citizen. 
  • The child is less than 2 years old from the date of birth. 
  • Parents of children born must be registered with the Election Commission (EC) as voters in the State of Penang. CLICK TO REVIEW THE VOTER LIST

Supporting documents required:

  • Copy of the child’s Birth Certificate. 
  • Copy of parent’s identity card. 
  • A copy of the front page of the bank book/bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. Make sure the bank account uploaded is an active bank account.

6. Taxi Assistance Program

  • Malaysian
  • Registered with the Land Public Transport Agency (APAD)
  • Have a Driver’s Card that is still valid
  • Carrying taxi services in the State of Penang only

Supporting documents required:

  • Copy of Applicant’s Identity Card
  • Copy of Driver’s Card
  • Copy of latest bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. (Please make sure the uploaded bank account number is still active)

7. School Bus Incentive Assistance

  • Malaysian
  • Registered with the Land Public Transport Agency (APAD)
  • Have a valid school bus permit for sale
  • Running school bus services in the State of Penang only
  • Individual/company applicants are only eligible to apply for a maximum of two (2) school bus permits only.

Supporting documents required:

  • Copy of Applicant’s Identity Card
  • Copy of School Bus Permit
  • Complete Copy of Each Companies Commission of Malaysia (SSM) Certificate Sheet
  • Copy of latest bank statement/account confirmation printout/online banking statement that clearly displays the applicant’s name and account number. (Please make sure the uploaded bank account number is still active)
  • Copies of supporting documents if not using the company’s bank account.

How to Register & Application

The i-Sejahtera program can be applied for online at the i-Sejahtera portal .

Please click the New Application and Status Check button. Then enter the identity card number and follow the next steps for the application.

1. Check the Identity Card No.

2. Apply for the Appreciation Program to register an ID and password.

3. Log in Login using the specified identity card number and password.

4. Complete the application form and upload the supporting documents.

5. If the document is not uploaded through the system, the applicant must send a copy of the supporting document to the District Office/KADUN Service Center/District Social Welfare Office (for OKU program).

Registration Status

Registration status can be checked through the i-Sejahtera Portal. 

Please click the ‘New Application and Status Check’ button.

In addition, the check can also be done by logging in to the applicant’s account at the Applicant Login button.

Applicants can also contact the District Office, KADUN Service Center, District Social Welfare Center (for the OKU Assistance program) to check the registration status.

Payment Date

Payment will be made in stages to eligible recipients.

To enable the applicant to receive contributions for the current year, the applicant’s registration must be complete and confirmed before June 30 of each year.

Registrations confirmed after June 30 will receive a contribution payment the following year.

Phase 1 Payment: February 2022

Phase 2 Payment: April 2022
