There Are 4 Phases Planned For The Country To Recover From Covid-19

Prime Minister Tan Sri Muhyiddin Yassin today (15 June) announced Malaysia’s National Recovery Plan to move forward from the Covid-19 pandemic.

National Recovery Plan

The plan will be done in phases and its progress will depend on three factors:

  • The number of daily infection.
  • The status of the health system.
  • And the percentage of people fully immunized.

Phase 1 – June

We are currently in the first phase, a total lockdown. This is because the infection rates are high, the healthcare system is at full capacity, and the percentage of the population that has been vaccinated is low.

Phase 2 – July and August

The country will move on to phase 2 once:

  • Cases are below 4,000 a day.
  • Occupancy of ICU beds are considered at a medium level.
  • 10% of the population has been vaccinated.

In this phase, more economic activities will be added to the positive list and it can only operate at 80% capacity.

Social activities are still barred and interstate travel are not allowed.

Phase 3 – September and October

In this phase, social activities will be allowed in phases and a negative list will be implemented.

Parliament can reconvene in when Phase 3 is achieved.

Phase 3 will be enacted once:

  • Cases are below 2,000 a day.
  • Occupancy of ICU beds are considered enough.
  • 40% of the population has been vaccinated.

Phase 4 – November & December

All activities in the social and economic sectors will be opened. This is also the phase where domestic tourism and interstate traveled is allowed once more.

This will be achieved when:

  • Cases are below 500 a day.
  • Occupancy of ICU beds are considered enough.
  • 60% of the population has been vaccinated.

Muhyiddin says that the National Recovery Plan is designed to be dynamic. This means that the faster we achieve those goals the sooner we will move through the phases.
