15 Ministries Involved In Approving Work During Lockdown, Says Azmin Ali

He said that CIMS 3.0 would only approve a company if the relevant Ministry allows it.

1.57 million workers or 15.39% out 10.2 million registered under the Covid-19 Intelligent Management System (CIMS) have been approved to work during the Movement Control Order.

Minister of International Trade and Industry Datuk Seri Azmin Ali said the Ministry has approved 128,150 companies or 21.8% out of 586,308 who’ve registered under the system as of 3 June.

However, touching on the travel permission for work that needs to be re-submitted through the COVID-19 Intelligent Management System (CIMS) 3.0, Azmin said that the relevant Ministries are required to approve their respective sectors.

MKN in a media statement on 31 May 2021, informed that the letter of permission to operate for the services sector must be issued after obtaining confirmation from the ministries that regulate the sector. This proves that the letter of permission to operate will only be issued by CIMS 3.0 after the ministries that regulate the sector allowed to operate give verification to MITI.

To date, he said, 15 Ministries have used the CIMS 3.0 system to facilitate the evaluation process of permission applications to operate under their respective sectors.

Once the ministries confirm the applications, the company can continue to print the letter of permission to operate through CIMS 3.0.

With the implementation of the MCO, he said that all economic and social activities are not allowed to operate except for the 17 industries which are deemed of essential services with the workforce capped to 60%.

The 17 industries currently allowed to operate by MKN can be summarised as:

  • Manufacturing
  • Agriculture
  • Fisheries
  • Livestock
  • Plantation and Commodities
  • Construction
  • Distribution and Trade

This means various sectors of the economy under the supervision of the Domestic Trade and Consumer Affairs Ministry (KPDNHEP), Agriculture and Agro-based Industry Ministry (MAFI), Plantation Industries and Commodities Ministry (MPIC), and Works Ministry (KKR) are allowed to operate during the implementation period of MCO 3.0.

Azmin also quoted data from the Department of Statistics Malaysia (DOSM) which says that the total workforce in Malaysia at the end of February 2021 amounted to 16.05 million workers.

Of this number, he said, only 2.26 million employees (14.13%) work in the manufacturing sector which is half the number of employees working in the services sector at around 4.38 million workers (27.38%).
