General Movement Control Order (MCO 3.0) SOPs By MKN [UPDATED 11 MAY 2021]

For your convenience, we’ve been translating to English the standard operating procedures (SOPs) released by the National Security Council (MKN).

This translation is provided “As Is” so please refer to the original document in Bahasa Malaysia (linked at the bottom) where necessary.

Do note that the changes from previous SOP have been marked with ** and italicised.

Areas Involved

• THE WHOLE COUNTRY
• **Specific measures being implemented in Sabah, Sarawak and the Federal Territory of Labuan are continued.

Activities ALLOWED

• Permitted economic sectors
• Buying/obtaining necessities
• Get health & medical treatment
• To carry out official Government affairs and judicial duties

Activities NOT ALLOWED

• Cross-district movement in MCO areas and across other states without permission from PDRM.
• Movement in and out of the MCO area without PDRM permission

Banned Activities (Negative List)

• Economic Activities
  • Spa operations, reflexology, massage centers and pedicure and manicure services.
• Entertainment activities
  • Activities in nightclubs or pubs and in cinemas.
• Social activities
  • Formal or informal events by government or private sector.
  • Social events such as feasts, Hari Raya Aidilfitri celebrations, wedding or engagement celebrations, wedding ceremonies, receptions, aqiqah ceremonies, prayers, tahlil, birthday celebrations, birthday celebrations, reunions, retreats and other social events.
  • Seminars, workshops, courses, trainings, conferences, talks, exhibitions and face-to-face activities related to Meetings, Incentives, Conventions and Exhibitions (MICE).
• Tourism activities
  • Public tourist attraction products such as zoos, farms, aquariums, edutainment centers, extreme, adventure, nature parks and others.
  • Premises of art, culture and heritage such as museums, libraries, art galleries, cultural heritage art centers or villages, cultural performance stages and others.
  • Theme Park, Family Entertainment Center, indoor playground and karaoke including family karaoke.
  • Tourism activities outside the district and state.
  • Overseas tourism activities by citizens and domestic tourism activities involving foreign tourists entering Malaysia.
• Sports and recreational activities
  • All sports and recreational activities other than those listed.
  • Operation of all sports and recreational facilities or premises except public parks which are subject to the Local Authority (PBT).
  • Sports and recreational activities carried out in groups or involving physical contact.
  • Organizing tournaments, competitions or friendly matches without the special permission of KBS.
  • The presence of spectators or supporters to a stadium or sports and recreation venue.
  • Sports and recreational activities carried out outside or across the movement command area that are in force unless authorized by PDRM.
  • Mass activities that complicate physical imprisonment such as fun runs, fun rides, marathons, triathlons and so on.
  • Participation of Malaysian players, participants, officials or technicians to tournaments, competitions or matches abroad without the support of KBS and the permission of the Malaysian Immigration Department.
• Creative Industry
  • Performances in hotel lounges.
  • Indoor or outdoor busking activities.
• Other Activities Which Are Not Permitted
  • Any activity that could cause many people to be present at the same location that it complicates physical distancing and compliance with the instructions set by the Director General of Health.
  • Other matters decided by the Government from time-to-time.

Movement Control

• Crossing of state and district boundaries are not allowed (based on district boundaries set by the State Government).
• PDRM is responsible for implementing control over local areas of infection with the help of ATM, APM & RELA. The entrance and exit of the PKP area is closed and
• controlled entry by PDRM.
• **The number of passengers in private vehicles, taxis and e-hailing is limited to three (3) people only including drivers to obtain health care or medical services, obtain food supplies, medicine, dietary supplements, basic necessities and daily necessities.
• Movement to obtain health care or medical services to the district closest to his residence is allowed if the health care or medical services are not in the district.
• The number of persons allowed in the vehicle carrying goods as well as the chain of economic or industrial activities depends on the commercial vehicle registration license.
• **Activities and services at all airports and ports are allowed to operate.
• **Public transport services such as stop buses, express buses, LRT, MRT, ERL, Monorail, ferries, planes and other public transport are allowed to operate (operating hours according to license conditions) and based on vehicle capacity.
• **The number of people allowed in public transport must comply with the SOPs that have been set.
• The movement of vehicles of Government departments or private companies for the purpose of going to and from work or carrying out official Government or private business is dependent to the seating capacity of the vehicle.
• **All Public and Private Institutes of Higher Learning, Skills Training Institutes, tahfiz centers and other educational institutions are closed for a period of four (4) weeks from 12 May 2021 to 7 June 2021. IPTs under the supervision of MOHE continue online.
• **All schools under the MOE, private educational institutions in the category of schools and centers such as tuition centers, language centers, skills centers, guidance centers and others that are registered under the MOE will be closed closed for a period of four (4) weeks from 12 May 2021 to 7 June 2021.
• **Only students of international schools and expatriate schools involved in international examinations are allowed to attend to sit for the examination according to the examination schedule set by the international examination body.
• **IPT students who are in need are allowed to return to campus by obtaining a movement permission letter to cross the state or district from the IPT.
• **All face-to-face Teaching and Learning (TL) activities are not allowed except for students in need until a date that will informed by the Government.
• **International examinations and professional bodies as well as research activities that require laboratory facilities at Institutions of Higher Learning (IPT) are allowed accordingly
• **The SOP of the IPT and the movement must be accompanied by confirmation by the Ministry of Higher Education (MOHE) or the relevant IPT.
• **The movement of lecturers, teachers, teaching staff or institutional administration for the purpose of Teaching and Learning (PdP) is allowed in schools, educational institutions are allowed with the approval from KPM, KPT or IPT.
• **Students who are in boarding schools, universities or institutions are allowed to be in such boarding schools, universities or institutions and continue learning in a hybrid manner.
• **The return movement of students who are in hostels or Educational Institutions is in stages according to the decision of the MOE, MOHE or IPT. Inter-district and interstate movement for this purpose are allowed with a letter of permission from the MOE, MOHE or IPT.
• Movement for cases of death, natural disasters and other emergencies is allowed after obtaining permission from PDRM.
• The movement of disaster or humanitarian aid by NGOs needs to obtain permission from the State Disaster Management Committee or the Disaster Management Committee.
• Districts in the areas affected by the disaster and the aid is channeled through the Disaster Operations Control Center (PKOB) in the area.
• Interstate travel permits are allowed for long-distance married couples by obtaining PDRM permission.
• Members of Parliament and State Assemblymen are allowed across districts and states for the purpose of official business or visiting areas.
• Movement of Short Term Business Visitors under the approval of the One Stop Center Initiative (OSC) for official or business purposes is allowed after obtaining permission from PDRM.
• Movement across districts and states for the purpose of COVID-19 vaccination at Vaccination Centers (PPVs) outside the district or state of residence is permitted by showing appointment details on the MySejahtera application, website or SMS.

Activities In The MCO Area

• Restaurants, eateries, food stalls, food trucks, roadside hawkers, circulating hawkers, food courts, hawker centres, roadside food stalls or kiosks are allowed to operate between 6.00 am to 10.00 pm.
• Food selling activities are allowed by take-away, drive-through or delivery starts at 6.00 am to 10.00 pm.
• Dine-in is not allowed during the MCO period.
• Grocery stores, convenience stores and daily necessities stores are allowed to operate between 6.00 am to 10.00 pm.
• Hospitals, clinics and medical laboratories can operate for up to 24 hours or according to operating permission license.
• Pharmacies can operate from 6.00 am to 10.00 pm.
• Petrol stations can operate from 6.00 am to 10.00 pm except for those on the highway which can operate for up to 24 hours.
• Daily markets, farmers markets, public markets and weekly markets can operate from 7.00 morning to 2.00 pm with compliance with SOPs and supervision of RELA members or PBT.
• The wholesale market can operate from 12.01 am to 6.00 am and 11.00 am until 4.00 pm with compliance with SOPs and supervision of RELA members or PBT.
• The night market can operate from 4.00 pm to 10.00 pm with compliance with SOPs and supervision of RELA or PBT members.
• Veterinaries and pet food shops are allowed to operate from 6.00 am to 10.00 pm.
• Laundry shops, laundromats, eyeglass shops, car washes, barbershops and salons (barber services only) are allowed to operate from 6.00 am to 10.00 pm.
• Self-service laundromats need to ensure employees are on the premises in compliance with the prescribed SOPs.

Note:

1. The State Government may tighten this SOP for the purpose of controlling the spread of COVID-19.
2. Owners of premises, activities or programs listed in the Hotspot Identification for Dynamic Engagement (HIDE) list shall take intervention action namely implement premise sanitation, improve control and customer compliance monitoring and implement premise closure if directed by District Health Officer after risk assessment is conducted.

Operating and Movement Authorization for Public and Private Services

• All economic and business sectors approved by the relevant Ministry or Agency can operate during the MCO period. The movement of employees is subject to registration or operating approval letter or employee pass or employer confirmation letter.
• The movement of official Government affairs must be accompanied by documents, official Government letters or employee passes.
• Attendance capacity of employees for the public service based on the Circular or Instruction of the Public Service Department (JPA). While for the private sector based on 30% for the Management Group and the number of operating employees or support is set by the employer.

General Health Protocols

• Licensees and premises owners ensure control the entry and exit of customers into the premises with a physical distancing of 1 meter.
• Licensees and premises owners are required to provide MySejahtera QR Code facility and provide customer attendance registration book.
• Hand sanitizers are provided at the entrance and its use is ensured before entering.
• The use of MySejahtera is mandatory in the area of with Internet access.
• The use of customer attendance registration books is only allowed in areas where there is no internet coverage or other reasonable reasons (senior citizens, absence of smartphones etc.).
• Licensees and premises owners ensure that customers check in the premises using MySejahtera or manually write the name and no. phone if there is no internet coverage.
• Customers and visitors are required to check in MySejahtera or manually write the name and phone number before entering the premises.
• For shopping malls, supermarkets or department stores, customers only need to perform a body temperature scan once at the entrance of the complex and not at every business premises under one complex.
• Body temperatures of above 37.5 degrees Celsius are not allowed to enter the complex and premises.
• The owners of complexes and premises outside the complex must ensure that only customers with “Low Risk” status in MySejahtera, are allowed to enter their respective complexes or premises.
• Children under the age of 12 are not encouraged to be in public places and facilities except for emergency, treatment and educational purposes.
• Licensees and premises owners limit the number of customers on the premises with a physical distancing of 1 meter radius at a time.
• Each premise must display the number of customer entry limits at a time. The use of a queue number system should be encouraged for customers entering from a premise.
• All building owners are required to provide a QR Code on each level.
• Employees, suppliers and customers are required to wear face masks properly in accordance with MOH recommendations while on the premises.
• Ensure good ventilation and ventilation system in the premises.
• It is mandatory to wear a face mask especially when in a public or crowded place except for the following activities and places:
  • a) Hotel rooms or paid accommodation alone and involving members of the household.
  • b) Solitary workspace.
  • c) Outdoor sports and recreational activities.
  • d) Own vehicle and involve household members.
  • e) Indoor or outdoor public areas and places without any other individuals.
  • f) While eating and drinking in a public place without any other individual (other than in restaurants or food premises).

Meetings

• Internal face-to-face meetings of Government and private agencies WITHOUT INVOLVING EXTERNAL REPRESENTATIVES are permitted.
• Meeting members are from the same premises, office or building and do not involve cross -county or state.
• Meetings are encouraged to be conducted by video conference.

**Fisheries, Plantation, Agriculture and Livestock Sector Activities

• **The fisheries, plantation, agriculture, livestock and all those related to the food chain sectors are allowed to operate.
• **Fishing activities for subsistence purposes are allowed.

**Religious Activities

• **Islamic religious activities such as congregational prayers, Friday prayers and Sunat Aidilfitri prayers in mosques and suraus are allowed with a congregation attendance not exceeding 50 people for mosques and suraus that can accommodate more than 1,000 worshipers and 20 people for mosques and suraus that can accommodate less than 1,000 worshipers in accordance with the ruling of the State Religious Authority.
• **Islamic wedding ceremonies (akad nikah) at the Religious Department and mosques are allowed with attendance in accordance with the ruling of the State Religious Authority.
• **Management of Islamic funerals is allowed in accordance with the ruling of the State Religious Authority.
• **Non-Muslim House of Worship activities are allowed in accordance with the ruling of the Ministry of National Unity (IGP).
• **For the registration of marriages for non -Muslims at the National Registration Department (JPN), Houses of Worship and Religious Associations are allowed in attendance according to the decision of the JPN.
• **Management of non-Muslim funerals is allowed in accordance with the ruling of the Ministry of National Unity (IGP).

Child Care Centers, Kindergartens, Nurseries and Day Care Centers

• Childcare Centers, kindergartens, nurseries, kindergartens within private, international and expatriate schools as well as mind development centers for children aged 4 to 6 years are allowed to operate in accordance with SOPs set by the relevant Ministry or Agency.
• Parents or guardians who send children to childcare centers are allowed to use vehicles with the number of child passengers according to the capacity of the vehicle.
• Day care centers or rehabilitation centers for the Disabled (OKU), the elderly, women and various care centers are allowed to operate.

**Sports and Leisure Activities

• **Sports and recreational activities performed individually in open areas without physical contact are limited to jogging, cycling and exercise only by adhering to a physical distancing of at least 1.5 meters and performed in a neighborhood or any area within the same district subject to movement control instructions which is in effect.
• **The organization of local and international tournaments, competitions or friendly matches according to the sports bubble model is limited to the organization of the Malaysian Football League (MFL) and any with the special permission of KBS only without the presence of spectators.
• **Quarantine centralized training program implemented by the National Sports Council (NSC) and State Sports Councils (State NSC) using the Camp Based Training concept.
• **Quarantine centralized training program for teams in MFL using the sports bubble model (Camp Based Training).
• **Participation of Malaysian players, participants, officials or technicians to tournaments, competitions or matches abroad with the support of KBS and the permission of the Malaysian Immigration Department (JIM).

**Creative Industry

• **Recording activities for music, concerts, filming, talks, live streaming and the like are allowed for indoor recording (studio) with a minimal number of crew and without spectators and in compliance with the Creative Industry SOP.
• **Creative content development activities including music production, animation and filming of films, dramas and documentaries made in the studio are permitted.
• **Drive-in cinemas are allowed.

**Seminars, Workshops, Courses, Training and Talks

• **On-going in-service training can be implemented in the training area through the Camp Based Training method.
• **Seminars, workshops, courses, trainings and talks conducted online are allowed.

Other Activities

• Driving Institutes, Aviation Training Centers and Maritime Training Centers are allowed to operate based on SOPs provided by the Ministry of Transport.
• Other matters decided by the Government from time-to-time.
