Full Hari Raya Aidilfitri SOP – Nationwide (In English) As Of 6 May
Here are the SOPs for areas listed under the MCO, RMCO, CMCO and EMCO.

For your convenience, TRP took the liberty to translate the official Hari Raya Aidilfitri 2021 standard operating procedure (SOP) provided by the National Security Council (NSC) for areas affected by the Movement Control Order (MCO), Recovery Movement Control Order (RMCO), Conditional Movement Control Order (CMCO) and Enhanced Movement Control Order (EMCO).

Involving
- All mosques, suraus and areas under jurisdiction of the MCO, RMCO, CMCO and EMCO areas.
- Enforced in Federal Territories and referenced for enforcement in other states.

Fixed Instructions
MCO areas
- Regulation 16 PU(A) 96/2021, Prevention And Control Of Infectious Diseases (Measures Within Infected Local Areas) (Conditional Movement Control) Regulations 2021 (Act 342).
- Subjected to orders issued by MKN, the Health Ministry (KKM), local authorities (PBT) and state religious authorities.
- Other instructions released over time by the Health Director-General.
- Subjected to reports made in the Hotspots Identification for Dynamic Engagement (HIDE) system.
RMCO areas
- Regulation 17 PU(A) 98/2021, Act 342
- Subjected to orders issued by MKN, KKM, PBT and state religious authorities.
- Other instructions released over time by the Health Director-General.
CMCO area
- Regulation 18 PU(A) 97/2021, Act 342
- Subjected to changes issued by MKN, KKM, PBT and state religious authorities.
- Other instructions released over time by the Health Director-General.
- Subjected to reports made in HIDE.
EMCO area
- Subsection 11, Act 342
- Subjected to orders issued by MKN, the Health Ministry (KKM), local authorities (PBT) and state religious authorities.
- Other instructions released over time by the Health Director-General.
MCO areas
Takbir Hari Raya
- Takbir Hari Raya recitation at mosques/suraus are only ALLOWED for mosques/surau committee members.
- House-to-house takbir recitations are NOT PERMITTED.
Hari Raya Prayer
- Hari Raya prayers at mosque/surau are ALLOWED according to regulations set by state religious authorities.
- This permission is subjected to reports made in HIDE. Prayers are NOT PERMITTED in high-risk areas.
Banquet after Hari Raya Prayer
- NOT PERMITTED
Hari Raya Visitations
- ALLOWED ONLY on the 1st day of Hari Raya (1st of Syawal) without crossing state/district borders.
- NO MORE THAN 15 people/guests are allowed in a home at any single time depending on the size of the house that allows for physical distancing.
- Homeowners/hosts are encouraged to provide thermometers, MySejahtera QR codes or a manual log bog for guests to register their attendance.
Grave Visitations
- NOT PERMITTED
Hari Raya Events/Open House
- NOT PERMITTED
Visiting Etiquette
- Practice 3Cs and 3Ws – avoid crowded, confined spaces and close conversations, and to always wear a face mask, wash and sanitize your hands and warn others to follow SOP.
- Avoid shaking hands.
Contagion and Infection Control
- Counters must be set up at the entrance of mosque/surau in order to perform temperature checks, sanitization and record attendance.
- Entrance ways must be limited to establish better control
- Practice 3Cs and 3Ws.
- Frequently sanitize prayer areas and surroundings including toilets and wudhu (ablution) washing areas.
- Toilet usage must be limited to the number of available stalls at any given time.
Control and Detection
- Mosque/surau committee must have sufficient manpower to aid in controlling the congregation.
- Attendance record via the MySejahtera application or manually in a log book if there is no internet connection available is MANDATORY.
Congregation Management
- Mosques/suraus must establish a special team to control the congregation that’s in attendance.
Congregation Etiquette
- Practice 3Cs and 3Ws.
- Avoid shaking hands.
- Entering/exiting mosques/surau must be done in an orderly fashion and physical distancing must be maintained.
- Those attending the prayer congregation are encouraged to bring along their own prayer mats.
- The congregation must disperse in an orderly manner.
- Those attending the congregation must perform whudu at home or at designated areas at the mosques/surau.
RMCO areas
Takbir Hari Raya
- Takbir Hari Raya recitation at mosques/suraus are ALLOWED subject to permission from state religious authorities.
- House-to-house takbir recitations are NOT PERMITTED.
Hari Raya Prayer
- Hari Raya prayers at mosque/surau are ALLOWED according to regulations set by state religious authorities.
- Men, women and children are ALLOWED to attend prayers subjected on permission provided by state religious authorities
- This permission is subjected to reports made in HIDE. Prayers are NOT PERMITTED in high-risk areas.
Banquet after Hari Raya Prayer
- ALLOWED depending on state religious authority.
- Mosque/surau committee encouraged to provide take-away meals and distribute it to the congregation to take home.
Hari Raya Visitations
- ALLOWED ONLY between the 1st and 3rd day of Hari Raya (1st – 3rd Syawal) without crossing state borders
- NO MORE THAN 20 people/guests are allowed in a home at any single time depending on the size of the house that allows for physical distancing.
- Homeowners/hosts are encouraged to provide thermometers, MySejahtera QR codes or a manual log bog for guests to register their attendance.
Grave Visitations
- NO MORE THAN 6 people are allowed at a single grave lot/square and subjected to the size of the grave yard.
- NO MORE THAN 30 minutes
- SOPs will be maintained by the mosque committee/officer.

- NOT PERMITTED in mosque/surau

- NOT PERMITTED in mosque/surau
Hari Raya Visitations
- ALLOWED only for family members living within the same home.
- NOT PERMITTED to go out and visit other homes/families
Grave Visitations
- NOT PERMITTED
Hari Raya Events/Open House
- NOT PERMITTED
