MKN’s Official SOP For Ramadan & Aidilfitri Bazaar In CMCO & RMCO Areas
Customers, traders, organizers and local authorities all have responsibilities under the new SOP.

With the forthcoming fasting month of Ramadan and Hari Raya Aidilfitri, we took the liberty to translate the food and beverage (F&B) sector standard operating procedures (SOP) for Ramadan and Aidilfitri bazaars released by the National Security Council (MKN) on 29 March.
The SOP applies to areas under the Conditional Movement Control Order (CMCO) and Recovery Movement Control Order (RMCO).

Activities NOT ALLOWED
Fixed Instructions
- RMCO areas – Regulation 17 PU(A) 98/2021, Prevention And Control Of Infectious Diseases (Measures Within Infected Local Areas) (Conditional Movement Control) Regulations 2021.
- CMCO areas – Regulation 18 PU(A) 97/2021, Prevention And Control Of Infectious Diseases (Measures Within Infected Local Areas) (Conditional Movement Control) Regulations 2021.
- Emergency (Prevention and Control of Infectious Diseases) (Amendment) Ordinance 2021.
- Licensors are required to educate (licensees) on personal health and hygiene and cleanliness of the premises.
- Licensees are required to follow rules.
- Compliance with by-laws (UUK) and related Acts for operational control and enforcement.
- Subject to the ruling issued by the National Security Council (MKN) and the Ministry of Health (KKM).
- Other instructions issued from time to time by the Health Director-General.
Operational Hours
Ramadan bazaar
- 3 pm – 8 pm
Aidilfitri bazaar
- 10 am – 12 am

Activity and Protocol
Health Screening
Involving all traders (licensees and assistant/worker):
- Body temperature and symptoms check performed daily.
- Licensees and assistant/worker with a temperature of more than 37.5°C and showing symptoms such as sore throat, cough, sneezing, difficulty breathing are not allowed on duty.
Licensees and Assistant/Worker Dress Code
- Wear a “special pass” provided by the organizer.
- Face masks are mandatory.
- Encouraged to wear a face shield.
- Encouraged to wear disposable plastic gloves.
- Wearing disposable plastic aprons are mandatory (for Ramadan bazaar).
Sales Concept
- Business activities are only to be done by takeaway.
Sales Type
- Ramadan bazaar – only food and beverages.
- Aidilfitri bazaar – only dry goods.
Cleaning and Sanitization
- Cleaning and sanitization must be done daily.
Visitor Entry Control
- Organizers must ensure customers maintain physical distancing of 1-meter when entering and exiting the premise.
- Marked queues allowing for 1-meter physical distancing
- It is mandatory for traders and organizers to appropriately wear face masks according to (KKM) instruction when in the bazaar.
- Hand sanitisers must be provided at the entrance and ensure that it is used before entering
- MySejahtera check-ins at the entrance and every stall. Traders are required to provide QR codes or logbooks for customer registration if there is no internet.
- Customers are required to check-in using MySejahtera or manually if there is no internet service.
- Customers are only required to undergo temperature checks at the entrance and not at each stall. Traders and Customers with temperatures of over 37.5°C are not allowed to enter the bazaar.
- The number of visitors is according to the ratio of 1 stall : 2 visitors at a time
Security, Traffic Control and Cleaning
- Control enforced by the Kuala Lumpur City Hall (DBKL), local authorities (PBT), the People’s Volunteer Corps (RELA) and organizers.
- Focused at the entrance/exit/perimeter.
Organizer Action
- Provide a location plan/map showing layout information, signage, distance and direction.
- Determine the position of stalls/booths at business location.
- Ensure compliance control of traders and visitors.
- Ensure MKN SOP compliance.
DBKL/PBT Action
- Determine the location of Ramadan/Aidilfitri bazaar.
- Continually monitor MKN SOP compliance and food health.
- Shut down related stall/bazaar if fail to comply with SOP.
