After Reports Of VIP Vaccine Queue Jumping, Govt Releases Official List Of Eligible Frontliners For Phase 1

These are the frontliners eligible for the first phase of Covid-19 vaccines.

Following reports over the weekend of VIPs jumping queues for Phase 1 of the Covid-19 vaccinations, the government has released an official list of frontliners eligible to receive their doses first.

The Covid-19 Immunisation Task Force (CITF), led by Science, Innovation & Technology Minister (Mosti) Khairy Jamaluddin, published the list today (1st March). Here’s what it says:

General definition

Personnel at high risk to be infected and spread Covid-19, either by direct exposure to infected individuals, high risk individuals who are infected, patient samples or an environment that is a potential source of infection. The two categories that apply here are:

First category – Personnel directly involved with treatment and health (encompassing institutions under the Health Ministry, Defence Ministry, Teaching Hospitals and Private Hospitals).
Second category – Personnel involved in the health sector, defence agencies, security personnel and essential services.

Detailed description of the eligible personnel

First category

Technical personnel (management and professional staff, paramedics and auxiliary) who are involved with patient care in healthcare facilities, handling of patient samples, environmental disinfection, healthcare control on the field and direct interaction with the public.

Other officers who directly interact with public or handling patient samples, either in medical or public healthcare on duty at public and private hospitals and clinics.
Personnel at state health departments, district healthcare centres (PKD) and healthcare facilities such as officers at bilik Gerakan (eg: MOH Crisis Preparedness and Response Centre – CPRC) and involved in field supervision.

Technical personnel here refers to:

Medical Officer
Dental Officer
Pharmacy Officer
Science Officer
Environmental Health Officer
Nurses
Medical Assistant
Environmental Health Assistant
Pharmacy Assistant
X-Ray technician
Medical Lab Technologist
Medical Treatment Assistant
Driver
Public Health Assistant

This also applies to groups in health facilities involved in pandemic control, and communicating directly with the public such as supervisory office staff etc.

Second Category

Healthcare sector – General Practitioners, private dentists, traditional and complementary medicine practitioners as well as registered private laboratories.
Security personnel – Police, Army, General Operations Force, Malaysia Civil Defence Force, Malaysian Prison Department, Immigration Depratment, Bomba, Malaysian Maritime Enforcement Agency and The People’s Volunteer Corps (RELA).
Social services – such as Welfare Department
Royal Malaysian Customs Department
MOH contractors – cleaning and security
Haemodiaysis officers
School teachers who have more that one chronic health issue, or muliple morbidities
Ministers
State executive council officers
Members of Parliament (MP)
State legislative assembly member (ADUN)
Government officers involved in official Minister trips overseas
