Higher Education Minister Datuk Dr Noraini Ahmad announced today that all university and college students of higher educational institutions will fully return to campuses by October 2020.
In a live telecast, the minister stated that this will be done in phases starting this July, beginning with four categories of tertiary students as follows:
- 30% of local students in private higher education institutions
- first to fourth-year public university students who need clinical and practical training, workshop, laboratory, studio or special equipment and those who need to sit for professional board examinations
- first to fourth-year university students who do not have access to internet or a conducive learning environment
- international students at public and private institutions, including new students.
The Ministry of Higher Education (MOHE) has also requested that the higher education institutions restructure their 2020 academic calendars and continue teaching and learning online.
Nonetheless, Noraini asserted that private and public institutions can determine learning modes they deem suitable for students based on the needs of their programmes.
Student activities are allowed at maximum of 250 people, depending on the size of area after taking social distancing into account.
Sporting and recreational activities must adhere to the standard operating procedures (SOP) issued by the National Security Council (MKN) and Youth &Sports Ministry.
International students must register themselves with Education Malaysia Global Services before being allowed to enter the country. They must also take Reverse Transcriptase-Polymerase Chain Reaction (RT-PCR) or the Antigen Rapid Test Kit three days before entering Malaysia to determine that they’re free of Covid-19.
Noraini also explained that international students must undergo health screening at entry points and 14-days quarantine at locations determined by their higher education institutions.
