No Texting Colleagues “Dear” And “Sayang” For Civil Servants, It’s Sexual Harassment

Civil servants are cautioned to stop texting their colleagues using terms like “dear” or “sayang,” based on a checklist distributed to government departments and agencies by the Public Services Commission (PSC) last month.

The terms of endearment are considered a form of sexual harassment. Other forms of harassment include “sexting,” which is sending indecent pictures or text messages with sexual connotations.

Civil servants who engage in extramarital affairs among each other will also result in disciplinary action against those involved.

According to Free Malaysia Today, the checklist was drawn up by the PSC’s promotions and discipline division to refine the charges brought against a civil servant at a disciplinary hearing.

The PSC said victims must specify whether they were touched, caressed, kissed, or hugged when filing a sexual harassment complaint to the disciplinary board. The victims must also specify if any of the actions made them feel uneasy, insulted, or disturbed.

For those filing a complaint about extramarital affairs, they must include information such as the duration of the alleged affair and the rank of the involved civil officers.

Aside from sexual harassment, the checklist included drug-related offences, going AWOL (absent without official leave), using fake medical certificates, issuing unauthorised public or social media statements, and violating government procurement procedures.
