Well, the Kuala Lumpur City Hall (DBKL) said it was finally fixed and working on 15 June.

Netizens understandably and jokingly asked when the expiry date is so they will know when the escalator will go bust again.

Despite the long-awaited good news, netizens still remember the statement MUDA released on 14 June 2022 when the escalator wasn’t fixed yet.

It appears that the tender to repair the escalator was awarded to a clothing company named Bossque Skyline Sdn Bhd.

MUDA questioned how a clothing company managed to win the tender from DBKL, implying cronyism at work.

According to SSM, the company was previously known as Shakco Collections Sdn Bhd before changing to its current name on 26 April 2019.

MUDA added that the company isn’t registered with the Department of Occupational Safety & Health (the parent body of the Ministry of Human Resources).

The company also has no experience in maintenance projects and has no relationship with Prasarana Berhad or any local companies that have done development or maintenance work.

All this brings the most important question to light: is the escalator repair done up to par and based on expertise?

MUDA hopes that DBKL can provide a reasonable explanation for the decision to award the tender to a company without experience and Bossque Skyline Sdn Bhd can provide an explanation of their qualifications to manage the project.

A search on DBKL’s website showed that Bossque Skyline Sdn Bhd was previously successful in bidding for another project tender of RM465.2k in 2021.

DBKL said the company met all criteria

In a media statement, DBKL explained that the tender was awarded to Bossque Skyline Sdn Bhd because the company fulfilled all the criteria.

The tender is awarded to companies that gave a reasonable quoted price and has enough funds.

Bossque Skyline Sdn Bhd acquired the Sijil Perolehan Kerja Kerajaan from the Construction Industry Development Board (CIDB) which has been certified by the Ministry of Entrepreneur Development and Cooperatives (MEDAC).

The company also has certification from the Ministry of Finance under the appropriate code to carry out the repair work and other certifications for contracting work, including mechanical, electrical and engineering certifications.
