Official MKN SOP For Phase 1 Of PPN As Of 20 August (In English)

Applicable to Kuala Lumpur, Selangor, Negeri Sembilan, Johor, Putrajaya, Kedah, and Melaka.

For your convenience, TRP took the liberty of translating the latest Phase 1 standard operating procedures (SOP) for the National Recovery Program (PPN) released by the National Security Council (MKN) on 20 August, which come into effect on 20 August 2021.

TLDR: The new Phase 1 SOP is similar to rules and guidelines listed in the previous Phase 1 SOP released on 16 August, except for a few minor changes.

The most notable changes are:

Children under the age of 17 years are discouraged to go out. Previously children under 12 were not allowed to go to public places and facilities.
Simplification of SOP for the fully vaccinated.
Day markets and night markets are now allowed to operate.
Outdoor sports and recreational facilities are allowed to operate.
Picnics and camping are allowed.
No vehicle capacity limit for the fully vaccinated.
10KM travel restriction removed.

These and other changes are marked below in ‘orange‘.

Areas Involved

KEDAH, SELANGOR, NEGERI SEMBILAN, MELAKA, JOHOR, KUALA LUMPUR, AND PUTRAJAYA.

**For areas enforced by EMCO, the EMCO SOP in those areas is in force until the end of the EMCO.

Duration

Effective 20 August 2021 (12.01 am)

ALLOWED Activities

Permitted essential economic sectors.
Acquiring or purchasing essential supplies.
Getting healthcare or medical treatment.
Performing official government duties.

PROHIBITED Activities

Inter-district and inter-state movement within NRP areas without permission from the Royal Malaysian Police (PDRM)
Movement and travel in and out of NRP areas without permission from PDRM.
Activities listed in the ‘Negative List’.

Fixed Instructions

Regulation 16 PU(A) 293/2021.
Act 342.
Emergency (Prevention And Control Of Infectious Diseases) (Amendment) Ordinance 2021
Subject to orders issued by the National Security council (MKN), the Health Ministry (KKM).
Instructions and rules provided by Local Authorities (PBT).
Subjected to reports made in the Hotspots Identification for Dynamic Engagement (HIDE) system and risk assessment by KKM.
Other orders/instructions issued by the Health Department Director from time to time.

Fully Vaccinated

Individuals who have fulfilled these criterias are considered fully vaccinated:

For vaccines that require two doses (Pfizer, AstraZeneca, and Sinovac), 14-days after the individual received their second dose.
For vaccine that require one dose (Johnson & Johnson, and CanSino), 28-days after the individual received their vaccination.

General Health Protocols

Premises owners or licensees must provide QR code for MySejahtera check-ins or a book for manual customer attendance record.
Hand sanitisers are provided at the entrance and must be used before entering the premises.
The use of the MySejahtera app is a must except in places with no internet access. The use of a manual attendance log is only allowed in areas with no internet access or any other reasonable reason (elderly people, or people who don’t have smartphones, etc).
Licensor and owner of the premises must make sure customers check-in to their location with the MySejahtera app or manually sign-in with their name and phone number if there is no internet coverage.
Employers, employees, customers, and visitors must check-in using the MySejahtera app or manually with their name and phone number written clearly (if there is no internet coverage), before entering the premises including public or private office buildings.
For shopping malls, supermarkets, or department stores, customers only need to undergo body temperature checks once at the entrance of the business complex, not at every store.
Those with a body temperature above 37.5°C are not allowed to enter the complex or premises.
Storeowners inside or outside a complex must ensure that only individuals with ‘Low-risk’ and ‘Casual Contact Low Risk’ status in their My Sejahtera app are allowed to enter the complex or each premises.
Premise owners or licensees must ensure customers enter and exit a premise in a controlled manner and maintain physical distancing of at least 1-meter.
Children under 17-years-old are discouraged from being in in public spaces and facilities.
Licensor and owner of the premises must limit the number of customers/visitors on premises while taking into account the minimum 1-meter physical distancing rule.
Each store/premise must display the number of customers/visitors allowed into the premises at a single time. Using a ‘take-a-number’ system is encouraged.
Check-in QR codes must be made available at all levels of the building.
Workers, suppliers, and customers must wear face masks properly according to Health Ministry (KKM) guidelines while on-premises.
Esure the VENTILATION AND THE VENTILATION SYSTEMS at the premises is in working order in accordance to the indoor ventilation and air quality guidelines put out by the Department Of Occupational Safety and Health.
It’s a must for EVERYONE to wear face masks, ESPECIALLY in public and crowded areas, except when during the following activities/places;
- Hotel rooms or personally paid accommodation or with household/family members.
- Solitary workspace.
- Sports and recreational activities.
- Personal vehicle and with members of the same household.
- Indoor and outdoor public areas and places without the presence of other individuals.
- While eating and drinking in public without any other individuals (other than in restaurants or food premises).

Perks For The Fully Vaccinated

Crossing State & District Lines For Long Distance Couples (PJJ)

Married long distance couples are allowed to cross district and state lines for the purposes of meeting each other on the condition that both individuals are fully vaccinated, have PDRM’s approval, and these documents:
- Copy of the husband and wife’s identification card.
- Copy of wedding certificate/card.
- Copy of the husband and wife’s Covid-19 Vaccination card or Digital Certificate.
- Copy of proof of spouse’s residence or employer confirmation letter.
Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Crossing State & District Lines For Parents And Guardians With Long Distance Child (Under 18)

Parents or guardians with children under the age of 18 that resides in a different district or state are allowed to cross district and state lines to meet the child on the condition that both parents / guardians are fully vaccinated, have PDRM’s approval, and these documents:
- Copy of parents’ identification card and child’s birth certificate.
- Copy of parents’ / guardian’s Covid-19 Vaccination Card or Digital Certificate.
- Information about the child’s school (if applicable)
Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Citizens & Non-Citizens Returning / Arriving From Abroad

Citizen and non-citizen travelers, who have a residence in Malaysia (including PR and Malaysia MY Second Home), who returned or arrived from abroad, and are fully vaccinated, are allowed to undergo mandatory quarantine at home and given a Home Surveillance Order (HSO) that is subject to details issued by the Ministry of Health (MOH).
- Provide a valid proof of a negative RT PCR test result taken within three days before departure.
- Have a valid Covid-19 Vaccination Certificate that is complete (depending on type of vaccine).
- Shows no symptoms during screening at the International Gateway.
- Have a suitable residence to carry out quarantine.
Individuals who return / arrive from abroad and have not been fully vaccinated or not vaccinated, must to undergo quarantine at a designated quarantine center as well as subject to details issued by the MOH.
The mandatory quarantine period for travelers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment conducted on the 14th day.

Religious Activities

Prayer activities in mosques and suraus for individuals who have been fully vaccinated are allowed and is subject to regulations and SOPs by the State Religious Authority.
Prayer activities at Houses of Worship Other than Islam (RISI) for individuals who have been fully vaccinated is allowed and is subject to regulations and SOPs by the Ministry of National Unity.

Production & Construction Sector

For activities that are not listed in the Manufacturing and Construction Essential Services with the rate of fully vaccinated employees as follows are allowed to operate:
- 40%: May operate at 60% capacity.
- 60%: May operate at 80% capacity.
- 80%: May operate at 100% capacity.
An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Mining & Quarrying

For the mining and quarrying sector with the rate of fully vaccinated employees as follows are allowed to operate:
- Under 60%: Allowed to operate with 60% employee capacity.
- 60%: Allowed to operate with 80% employee capacity.
- 80%: Allowed to operate at 100% employee capacity.
An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Trading & Distribution Sector

Customers who wish to engage with any of these services must be fully vaccinated.
- Vehicle wash.
- Electric and electronic shops.
- Home and kitchen appliances stores.
- Furniture shops.
- Sports equipment stores.
- Vehicle accessory shops.
- Vehicle distribution and sales centres.
- Morning and Farmers’ Market only.
- Clothing, fashion, and accessory stores.
- Jewelry stores.
- Barbershops and beauty salons (basic haircuts only).
Owner of the premises must ensure that all customers who wish to enter their premises MUST present their Covid-19 Vaccination Card/ Digital Certificate as proof that they have been fully vaccinated.
Parents/guardians who are fully vaccinated are allowed to bring their children, aged 17 and below, to the premises while following the general health protocol

Markets

Customers tho wish to engage with this service must be fully vaccinated.
Day markets, farmers’ market, night market, and weekly markets are allowed to operate. Customers who wish to enter the market area MUST present their Covid-19 Vaccination Card / Digital Certificate as proof that they have been fully vaccinated.

Sports & Recreation

The use of sports and recreational premises and facilities are LIMITED to individuals who are FULLY VACCINATED only for all non-contact individual sports and recreational activities for the purposes of health, fitness, and training while maintaining minimal physical distancing of 2 to 3 meters from 6am to 8pm and is done in the same area. Permitted activities at the premissi/facility includes swimming, equestrian, shooting, tennis/badminton (singles), golf, motoring, and alike.
The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi open) with compliance to 60% user/area capacity WITH supervision. Employee attendance is limited to 60% including management and operations staff. Users of the facilities are those who are FULLY vaccinated only. Individuals who are fully vaccinated are also allowed to bring children aged 17 and below for above-mentioned activities with strict SOP.
The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi open) are subject to the local authorities (PBT) and relevant authorities.
Dining-in ate restaurant and cafe within the premises are allowed. However, showers room facilities are not allowed.

Picnics & Camping

Picnics and camping activities in the same district are allowed. Individuals who are fully vaccinated are allowed to bring children aged 17 years and below for said activities in compliance with strict SOP.

Movement & Travel

Inter-district and inter-state travel (based on district boundaries specified by State Governments) are not allowed except for long distance couples, long distance children, and individuals with approval from KKM and PDRM.
PDRM are responsible for implementing control over local areas of infection with help from the Malaysian Armed Forces (ATM), the Malaysian Civil Defence Force (APM) and the People’s Volunteer Corps (RELA). Entrances to NRP areas are closed and guarded by PDRM.
Vehicle capacity with fully vaccinated individuals is based on vehicle’s capacity. For them travel is allowed.
However, for those who have not been fully vaccinated:
- Only two (2) people from each household will be allowed out in order to obtain food, necessary supplies and medicine in areas within 10km of their residence.
- A maximum of three (3) people – including patients – are allowed out to acquire medical and healthcare services, medicine, Covid-19 test screenings, vaccination, safety or in the case of emergencies.
Only two (2) people – including the driver – are allowed to travel in taxis and e-hailing rides. Passengers must be seated in the back seat.
The number of passengers allowed to travel in commercial vehicles and transportation involved in the economic supply chain (except worker transports like busses and vans) will depend on the vehicle registration license.
The number of passengers allowed in Department Vehicles or Official Government vehicles will depend on vehicle capacity.
All airports and seaports services and activities are allowed to operate for 24 hours a day.
Unloading activities involve non-essential goods in factories – factories are limited to delivery and receipt of goods or cargo in existing stockpiles for import and export purposes only with a limited number of employees. This can be done from 8 am to 8 pm on Mondays, Wednesdays, and Fridays.
The loading and unloading of essential goods are not limited by the rules (above) and can operate as normal.
Sea and land public transport services such as ferries, busses, express busses, LRT, MRT, ERL, Monorail, and others are allowed to operate at 50% vehicle capacity. (operational hours and frequency are to be determined by the Transport Ministry (MOT)).
Travel in cases of death, natural disasters, and other emergencies are allowed with prior permission from PDRM.
Travel for disaster or humanitarian aid/relief by non-governmental organizations (NGO) must obtain the permission of the State Disaster Management Committee (JPBN) or District Disaster Management Committee (JPBD) of the affected area. The aid must be channelled through the Disaster Operations Control Center (PKOB) in the area.
Travelling across district and state borders for Covid-19 vaccinations at Vaccination Centers (PPV) outside of your district/state of residence is allowed by presenting your appointment details provided on the MySejahtera application, website or text message (SMS).
Members of Parliament (MP) and Assemblymen (ADUN) are allowed to travel across district and state borders in order to visit their constituents without organizing a formal event.
Inter-state travel for long-distance married couples is not allowed.
Short-term business traveller under the One-Stop Center (OSC) initiative is allowed with prior permission from PDRM.

Jobs

Public Sector

Implement the Work From Home (WFH) policy fully, except for frontline services, security, defence, and enforcement.
Attendance at the office is only allowed for necessary services and cannot exceed 40% of manpower needed at any given time with PRIORITY given to tasks that cannot be done by WFH suah as: contractual payments, invoices, wages, payments, distribution of monthly assistance (periodically), maintenance, premise security, ICT and technical management for systems services and online meetings as well as preparing documents for the Cabinet of Ministers.
Government service counters are allowed to operate physically from 1 July 2021 involving:
- Services that cannot be done online.
- Counter staff capacity does not exceed 50%.
- Customers may only be present through scheduled appointments.
Attendance to the office must be accompanied by formal documentation and a work pass.

Private Sector

All service sectors that have been approved by associated Ministries or Agencies can operate within the PPN period – subject to associated Ministry’s approval letters issued starting 1 June. Employee movement is subjected to registrations, operation approval letter, work pass, or employer confirmation letter.
The capacity of employees in attendance (to the workplace) for the private service sector – including management and operations – is LIMITED to 60%.

Meetings

All meetings must be conducted online.

Seminars, Workshops, Courses, Training, & Talks

Seminars, talks, training, courses, and workshops are not allowed, except, ongoing in-service training programs – conducted via Camp Based Training at the training facilities.
Online seminars, talks, training courses and workshops are allowed.
Critical interviews that must be done is allowed via face-to-face and online.

Economy

Business & Services

Restaurant operators including in hotels, sports and recreation club houses, eateries, food stalls, food trucks, roadside hawkers, travelling hawkers, food courts, hawker centres, roadside food stalls or kiosks are allowed to operate between 6 am and 10 pm – only via takeaway, drive-thru, or deliveries.
Dine-ins as well as park-and-dine (drive-ins) are not allowed.
Grocery shops and convenience stores are allowed to operate between 8 am and 8 pm.
Daily necessities stores such as hardware stores, workshops, baby goods stores, and religious item stores are allowed to operate between 8 am to 8 pm.
Healthcare services such as clinics, hospitals, and medical laboratories can operate for up to 24-hours or according to operating permit license.
Petrol stations can operate from 6 am to 8 pm. Stations located on highways CAN operate for 24-hours.
Supermarkets, hypermarkets, and departmental stores are open from 8am to 8pm.
Pharmacies, personal care stores, convenience stores, and mini marts are allowed to operate from 8am to 8pm.
Veterinarian clinics and pet shops are allowed to operate from 8 am to 8 pm.Laundromats (including self-service) and optical stores are allowed to operate from 8 am to 8 pm. Self-service laundromats must have employees at premises to maintain SOP compliance.

Markets

Daily markets and public markets are allowed to operate from 6 am and 2 pm with permission from Local Authorities (PBT), compliance to SOP, and supervision from RELA or PBTs.
Regulated Fresh Markets (PST) are allowed to operate from 7 am to 12 pm.
Permanent Farmers’ Market (PTK), MyFarm Outlet (MFO), and Farmer Association Complex (PPK) CAN operate from 6 am to 4 pm.
Wholesale markets are allowed to operate from 12.01 am to 6 am and 11 am to 4 pm – subject to permission from PBT with compliance to SOP and supervision from RELA and PBTs.
Day markets and farmers’ markets are allowed to operate from 7am to 11am.
Night Markets and weekly markets are allowed to operate and is subject to local authorities (PBT) with compliance to SOP and supervision from RELA and PBTs.
Customers who wish to enter the day market, farmers’ market, night market, and weekly market area MUST present their Covid-19 Vaccination card/Digital Certificate as proof that they have been fully vaccinated.

Mining & Quarrying

Supply of minerals and supporting materials including their movement from mines or quarries to premises or sites of major public infrastructure construction projects and works building construction is allowed in this SOP.
The supply of cement and its movement to the premises or sites of major public infrastructure construction projects and building construction works are permitted in this SOP.
Mine and quarry maintenance works are allowed based on Mining and Quarrying SOP.
The operation of mines and quarries is allowed and is subject to Mining and Quarrying SOP.

Agriculture, Fisheries, Farmin, & Commodities

Refer to the List of Essential Services by Sector that are allowed to operate.
Fishing for subsistence is allowed.

Education

All schools under MOE, private educational facilities that are categorized as schools, and education centres like tuition centres, language centres, practical skill centres, guidance centres, and other facilities registered under MOE will be closed.
Face-to-face teaching and learning (PdP) activities are not allowed and has to continue using the Teaching and Learning at Home (PdPR) method.
Only students in international/expatriate schools that are participating in international examinations are allowed to be physically present and sit for examinations as scheduled by the international examination bodies.
All public and private Institutes of Higher Learning (IPT), Vocational Training Institutes, schools not managed by the Education Ministry (MOE), Islamic tahfiz facilities, and other educational facilities are CLOSED. IPTs under the management of the Higher Education Ministry (MOHE) are continued through online sessions.
Face-to-face teaching and learning (PdP) activities are not allowed except for IPT students ‘in need’.
International examinations, professional bodies, and research activities that require the use of laboratories at IPT facilities are allowed in accordance with standard operating procedures (SOP) provided by IPTs along with permission to travel/move by KPT or the IPT in question.
Students in boarding schools, universities or other institutions are ALLOWED to remain there and continue ‘hybrid’ learning.

Kindergartens, Nurseries, Daycares, And Nursing Centres

Local/international/expatriate, public or private kindergartens, tabika, taska, day care centres and child development centres for 4 to 6 year-olds are not permitted to operate, except, if both of the child’s parents are frontliners and work in essential services.
Residential care centres or rehabilitation centres for children, people with disabilities (OKU), seniors, women, and various other care centres are allowed to operate in accordance with the SOP determined by associated Ministries and Agencies.

Religious Activities

Muslim prayer activities at mosques and ‘suraus’ are allowed for those who are fully vaccinated.
‘Akad Nikah’ or solemnization are allowed to take place at the State Religious Authority/Department offices – attendance will be determined by each respective state’s religious authority.
Muslim funeral processions are allowed according to regulations provided by State Religious Authority.
Attendance and activities at non-Muslim places of worship are allowed for those who are fully vaccinated is subject to regulations and SOP by the Ministry of National Unity.
Marriage registrations for non-Muslims at the National Registration Department (JPN), places of worship, and religious associations are allowed – attendance is subjected to regulations made by JPN.Funeral processions for non-Muslims are allowed with regulations set by the National Unity Ministry (KPN).

Sports & Recreation

For individuals who are not vaccinated or fully vaccinated, sports and recreational activities performed individually are allowed in open areas including in public parks with adherence to physical distancing guidelines of at least 2 to 3 meters and performed within own neighbourhoods from 6 am to 8 pm. Activities include jogging, cycling, exercise, skateboarding, inline skating, and alike.
The operation of all indoor sports and recreational facilities is LIMITED to the purposes of management (finance, maintenance, and the like) only with no more than 30% of the workforce including management and operations.
Centralized training programs including tournaments or quarantined closed matches conducted by the National Sports Council (MSN) will be conducted via Camp Based Learning.
Centralized quarantined training programs conducted by State Sports Councils will be conducted via Camp Based Learning.
Quarantine-based training program for teams in the Malaysian Football League (MFL) using the Camp Based Training model.Closed Malaysian Football League matches organised by the Malaysian Football League (MFL) using the Sports Bubble model without the presence of spectators or supporters.

Creative Industry

Production and broadcasting of creative content via recordings or live broadcasts involving animation, film/drama/promotional/sitcom production and alike, dance/theatre/musicals/cultural performances are not allowed, except if conducted online or private live streams.
Recorded or live broadcasts of informational, news, forums, and talk shows (non-entertainment) are allowed.

Other Activities

Picnic and camping activities for individuals who are not fully vaccinated are not allowed.

ANY ACTIVITIES NOT LISTED IN THIS SOP WILL NOT BE PERMITTED.

List of Essential Services Permitted To Operate

Food and beverages (including animal feed).
Health and medical care including dietary supplements, care products as well as veterinary clinics and services.
Water.
Energy.
Security (security and safety), defence, emergency, welfare, and humanitarian aid.
Solid waste management, public cleaning/sanitation and sewerage.
Transportation by land, water, or air.
Port, shipyard, and airport services and operations, including loading, cargo handling and piloting, and the storage or packing of commodities.
Communications including media, telecommunications, and internet, post and courier services as well as broadcasting (for the purposes of news and alike).
Banking, insurance, takaful, and capital markets (subjected to Financial Services SOP by Bank Negara Malaysia – manpower capacity limited to 60%).
Pawnshops and community credit facilities.
E-commerce and information technology.
Production, distillation, storage, supply, and distribution of fuels and lubricants.
Hotels and accommodation (only for the purpose of quarantine, segregation, employment for necessary services – not tourism).
Critical construction, maintenance and repair.
Forestry and wildlife services (limited to enforcement).
Legislation and the judiciary.
Lawyers and commissioners of oaths.
Accounting services.
Professional services and consultants (subject to professional body regulatory authority)
Logistics limited to delivering necessary services.

List of Essential Services By Sector

Production (worker capacity 60%)

Aerospace (components and maintenance, repair and overhaul – MRO).
Food and beverages.
Packaging and printing materials related to food and health materials.
Personal care items and detergents.
Health care and medical products.
Personal care items, personal protective equipment (PPE) including rubber gloves and fire safety equipment.
Components for medical devices.
Electrical and electronics (crucial to the global economic chain).
Oil and gas including petrochemicals and petrochemical products.
Machinery and equipment related to health and food.
Textiles for PPE production.
Production, distillation, storage, supply, and distribution of fuels and lubricants.

Agriculture, Fisheries, Farming, & Commodities (Optimum Worker Capacity)

Agriculture, fisheries and farming (livestock) including its chain of activities/services.
Plantation and commodities including its chain of activities/services (palm oil, rubber, pepper, cocoa).

Construction

Critical maintenance and repair work.
Major public infrastructure construction works.
Building construction work that provides complete employee accommodation on the construction site or having workers stationed in Centralized Labour Quarters (CLQ).
Construction managed by G1, G2, G3, and G4 grade contractors.
Construction of government funded projects.
Land surveillance work.
Professional services/consultants involved with permitted construction work.
Services in the supply chain involved for construction works that are allowed to operate.

Trade & Distribution

Without Vaccination Condition

Shopping malls are effectively CLOSED, except for supermarkets, hypermarkets, and departmental stores INCLUDING all necessary services listed.
Supermarkets, hypermarkets.
Department stores.
Pharmacies, personal care, variety stores, and mini marts.
Restaurant.
Laundry (including self-service)
Pet care and pet food stores.
Optometry and optical goods store.
Hardware store.
E-commerce (all product categories).
Wholesale and distribution (all categories of necessary service products).
Vehicle workshop, maintenance, and spare parts.
Other Specialty Retail Stores (gas stations).
Books and stationery shops.
Computer and telecommunication stores.

With Fully Vaccinated Condition

Vehicle wash.
Electric and electronic shops.
Home and kitchen appliances stores.
Furniture shops.
Sports equipment stores.
Vehicle accessory shops.
Vehicle distribution and sales centres.
Morning and Farmers’ Market only.
Clothing, fashion, and accessory stores.
Jewelry stores.

Others

Any services, employment, industry, business set by the Government after consulting with the authorities that regulate such things.

Negative List – Prohibited Activities

Economic Activities

Spas, reflexology centres, massage centres, wellness centres, as well as manicure and pedicure services.
Cybercafes and internet centres.
Driving school/centre, maritime, and aviation training centres.
Photography.
Casinos, horse race tracks, and lottery centres.
Alcohol breweries and liquor stores.

Social Activities

Formal or informal, governments or public sector events.
Social events such as; festive celebrations, ‘kenduri’ or feasts, events, engagement parties, wedding receptions, Aqiqah, Tahlil, and ‘doa selamat’ events, anniversaries, birthdays, reunions, retreats, and other social gatherings.

Art, cultural and heritage centres such as; museums, libraries, art galleries or cultural heritage villages, performance stages, and others.
Theme parks, family entertainment centres, indoor playgrounds and karaoke places.
Tourism activities across district or state boundaries.
International and domestic tourism activities by locals and domestic tourism activities involving foreigners entering Malaysia.

Sports & Recreation Activities

All team and contact sports and recreational activities.
All sports and recreational activities that is done indoors.
The attendance of an audience or supporters at a sports or recreational venue.
Organizing local and international tournaments or competitions or matches EXCEPT indoor or indoor competitions / tournaments organized by MSN and league matches of teams under MFL.
Sports and recreational activities conducted outside of or across PPN enforcement areas, EXCEPT with permission from PDRM.

Creative Industry

Performances at hotel lounges.
Indoor or outdoor busking (except at PPVs).
Activities at nightclubs or pub.
Activities at the cinema.
Indoor and outdoor filming.

Other Prohibited Activities

Any activities that involve mass gatherings, that can and may complicate/hinder physical distancing efforts as well any other activities, by order of the Health Department Director.
Other matters will be determined by the government from time to time.
