The information within includes permitted activities for the economic sector, general permitted activities, and the negative list (non-permitted activities).
These SOPs will be enforced during phase 1 of the ‘Total Lockdown’ from 1 June to 14 June.
Permitted activities for the economic sector
Services
- Food and drink.
Including for animals. - Healthcare and medical.
Including dietary supplements, animal care and veterinary. - Water.
- Energy.
- Security and safety.
Including defence, emergency, charity, and humanitarian services. - Solid waste management and public cleansing.
- Transportation.
Land, sea, and air. - Port services and operations, shipyards and airports, including unloading, laiter transportation, cargo handling and pilotage, and storage or stockpiling of commodities.
- Communications including media, telecommunications, and internet, post and courier as well as broadcasting (for the purpose of delivery of information, news, and the like only)
- Banking, insurance, takaful, and capital markets
- Community credit.
Including pawnshops and Ar-rahnu. - E-commerce and information technology .
- Production, distillation, storage, supply as well as the distribution of fuels and lubricants.
- Hotels and lodging (for quarantine purposes only, segregation, employment for necessary services and not a tourist destination).
- Critical construction, maintenance and repair.
- Forestry services (limited to enforcement and wildlife).
- Logistics limited to delivery of essential services.
Manufacturing (at 60% capacity)
- Aerospace.
Components, maintenance repair, and overhaul. - Food and beverages.
- Packaging and printing.
For food and medicine only. - Personal care and cleaning supplies.
- Health care and medical products including dietary supplements
- Personal care items, personal protective equipment (PPE) including rubber gloves and equipment fire safety.
- Components for medical devices.
- Electrical and electronics.
For global economic interest. - Oil and gas.
Including petrochemicals and petrochemical products. - Health and food related machinery and equipment.
- Textile for PPE production only.
- Production, distillation, storage, supply, and distribution of fuels and lubricants.
Agriculture, fisheries, livestock, plantation, and commodities are permitted.
Including its chain of production, processing, and supplies.
Construction (at optimum capacity)
- Critical repairs and maintenance.
- Core public infrastructure and construction works.
- Construction of buildings with complete on site employee accommodations or Centralised Workers Quarters (CLQ).
Distribution and trade (8am to 8pm only)
- Shopping malls are closed.
Except for the food, drink, and basic necessities section of supermarkets, hypermarkets, and departmental stores.
Pharmacy, personal care, convenience store, and mini mart.
Restaurants for takeaway and delivery only - Food, drink, and basic necessities section of supermarkets, hypermarkets, departmental stores, pharmacies, personal care stores, convenience stores, and mini marts.
- Restaurants, stalls, and food outlets.
- Laundry including self service.
- Pet care and supplies shop.
- Glasses and optical stores.
- Hardware stores.
- Vehicle maintenance, workshop, and spare parts store.
- E-trading (all categories of products).
- Wholesale and distribution (for necessary service products only)
Permitted activities
Travel
- Only 2 people per household may leave the house to get food, medicine, diet supplements, and other basic needs.
Within 10 kilometers from the residence. - A maximum of 3 people, including the patient, is permitted to leave the home to get healthcare services, medical, testing screening, safety, or emergency.
Closest to residence in case the health services required is not within a radius of 10 kilometers. - The number of passengers in taxis and e-hailing services is limited to two (2) people only. Including the driver.
Passengers are required to sit in the rear passenger seat. - Inter-district travel for those with vaccination appointments.
Public transportation such as employee transportation, stop-and-go buses, express buses, LRT, MRT, ERL, Monorail, ferry, and others are allowed to operate.
50% capacity only.
Work
- Essential public services are limited to 20% capacity.
This does not include frontliners, security and defense personnel.
100% non-essential public services will work from home. - Necessary services including operations and management in the private sector is limited to 60% capacity.
Markets
- Daily Market.
6am to 2pm. - Regulated Fresh Market.
7am to 12pm. - Permanent Farmer’s Market (PTK), MyFarm Outlet (MFO), and Area Farmers Organisation Complex (PPK).
6am to 4pm. - Wholesale market
12:01am to 6am and
11am to 4pm
Petrol stations
- General petrol stations.
6am to 8pm. - Highway petrol stations.
24 hours.
Religious activities
Muslim
- Prayers in mosques and surau are limited to 12 committee members.
No other activities allowed. - Weddings (akad nikah) are permitted only at the Islamic Religious Offices/Departments with attendance in accordance with the ruling of the Religious Authority State.
Non-Muslim
- Activities at houses of worship are limited to 12 committee members.
No other worshippers allowed.
Sports and recreation
- Limited to jogging and exercise only.
Within 10km of residence.
From 7am to 8pm only.
Must be done individually and without physical contact.
Observe physical distancing of at least 2 to 3 meters.
Can be done in the neighbourhood and is subject to movement control instructions in the area.Â
Negative list (Not allowed)
Long-distance travel
- Interstate and inter-district crossing.
- Travel for long distance couples.
- Short term business visits except with PDRM permission
Education
- All higher education institutions (public and private), skill training institutions, other schools under the Education Ministry, tahfiz centres, and other education institutes.
- All schools and education institutions under the education ministry, private education institutes under the school category and tuition centres, language centres, skill centres, guidance centres, and others under the Education Ministry.
- All face to face teaching and learning activities (PdP) at Higher Education Institutes. Except for students in need.
Businesses and services
- Dine-in and park & dine (drive-in).
- Temporary farmers market, weekly markets, night market, and pasar tamu.
- Cyber cafe and cyber centres.
- Photography.
- Lottery retailer, horse racing, and casino.
- Spa, reflexology, and massage parlours.
- Wellness and beauty salons.
- Pedicure and manicure services.
- Barber shops.
- Furniture shops.
- Vehicle wash centers.
- Jewelry stores.
- Books and stationery shops.
- Vehicle accessories shop.
- Clothing, fashion, and accessories shops.
- Toy shops.
- Sports equipment shops.
- Plant nurseries.
Private service operations
- Private sector.
Except if listed in necessary services.
Meetings
- Face to face meetings.
Agriculture, fisheries, livestock, plantation, and commodities are permitted. Including its chain of production, processing, and supplies.
- Recreational fishing.
Child care
- Child care centers, kindergartens, private kindergartens, kindergarten in private and international, and expatriate schools as well as child development centers for children aged 4 to 6 years old.
- Except for children of frontliners and where both parents are working.
Sports and recreation
- Quarantine centralised training programs including for championships and competitions organised by the National Sports Council and State Sports Council.
Except if using the Camp Based Training concept. - Quarantined centralised training centers including training tournaments for teams in the Malaysian Football League (MFL).
Except if using the Camp Based Training concept. - The operation of all sports and recreational facilities and premises.
- Organising tournaments, competitions, or matches, locally or internationally.
- Sports and recreational activities outside of or that crosses areas under the current movement control order enforcement.
Creative industry
- Production and broadcast of creative content via recording or live telecast including animation, film, drama, promotion, sitcom and alike, including dances, teatre, musical, cultural and traditional presentations, and including music.
Except discussions and live streaming done individually and remotely. - Broadcasting through recording or live.
Except for informative (non entertainment) programs such as news, forums, and discussions. - Movie theatres and drive-in theatres.
- Performances at hotel lounges.
- Busking, indoor and outdoor.
Seminars, workshops, courses, training, and talks
- On the job training.
Except if using the Camp Based Training method. - Face to face seminars, workshops, courses, training, conferences, exhibitions, talks, and activities regarding Meetings, Incentives, Conventions, and Exhibitions (MICE).
- Driving and maritime training institutions and centres.
- Pilot training centres.
Entertainment
- Night club and pubs
- Cinema
Social Gatherings
- Official and non-official government and private sector social gatherings.
- Social gatherings such as feasts (kenduri), festive day celebrations, engagement celebrations, wedding celebrations, receptions, aqiqah, doa selamat, tahlil, anniversary celebration, birthday celebration, reunions, retreats, and other social gatherings.
- To receive guests or visitors at home except in emergency cases and delivery.
Tourism and cultural activities
- Public tourist attractions such as zoos, farms, aquariums, edutainment centres, extreme parks, adventure parks, nature parks, and others.
- Art, culture, and heritage centres such as museums, pubraries, art galleries, cultural heritage art centers and villages, cultural performance stages, and others.
- Theme parks, family entertainment centres, indoor playground, karaoke, and family karaoke.
- Tourism activities outside of the district and state.
- Tourism activities abroad by locals and tourism activities within the countries that involve foreign tourists.
