What do Movement Control Order (MCO), Movement Control Order Phase 2 (MCO 2) and Enhanced Movement Control Order (EMCO) mean?
2. What sectors are allowed to operate during the MCO 2 period?
Only 10 essential services and their chains are allowed to operate during the MCO 2 period. These services are:
- Food
- Water
- Energy
- Communications and internet
- Safety and defence
- Solid waste management and public cleaning and sewerage
- Health and medical care including dietitians
- Banking and finance
- E-commerce
- Logistics that are limited to delivering essential goods and services
3. Other essential services such as postage, fire services, prisons, immigration and customs are not listed as essential services allowed to operate during the MCO 2 period. Neither is petrol stations. Are all these services not allowed to operate throughout the MCO 2?
All these services and essential services that were announced during the first phase of MCO are still allowed to operate if they were considered in the 10 essential services and their chains.
For example, postage was included as an essential service under communications and logistics. Meanwhile, fire services, prisons, immigration, and customs are all included as essential services under safety and defence. For petrol stations, they are considered essential services under energy.Â
Therefore, all of these services are allowed to operate throughout the MCO 2 period.
4. What are the procedures for control and operation of the 10 essential services?
The government has set procedures for control and operation. They are stated in the attachment included. (You may refer to the attachment at the bottom of this PDF document)
5. What is the concept for the implementation of the Movement Control Order Phase 2 (MCO 2)?
- Movement control will be implemented according to time periods and designated critical sectors; and
- Enhanced Movement Control Order (EMCO) will be implemented at specific areas or localities in red zones under the advice of the Ministry of Health when a sudden increase of infections take place in those localities.
6. What are the definition of the zones?
The zones are defined by the Ministry of Health as follows:
- Green zone: areas with no positive cases
- Yellow zone: areas with 1 – 20 positive cases
- Orange zone: areas with 21 – 40 positive cases
- Red zone: areas with more than 40 positive cases
7. For companies that obtained written approvals during the MCO and are still included under the 10 essential services, do they need to get written approvals again to operate during MCO 2?
No need (sic). All approvals given to companies during the MCO and are still included under the 20 essential services can continue to use the same written approvals during MCO 2. Please note that the written approvals must be equal to the duration of MCO 2.
